Wing Bind (ウイング・バインド, Uingu Baindo), also known as the Natural Dragon Management Agency (ドラゴン保護管理機関, Doragon Hogo Kanri Kikan),[1] is an agency in Reverse London that deals in the protection and control of Dragons.[2]

Wing Bind's headquarters, located directly behind the gate to the West Branch, is a large, rectangular office building with several floors and an ornate, classically-styled mansion on the roof, surrounded by greenery.[3] While the full scope of their authority and responsibilities outside their assigned positions are currently unknown, members of Wing Bind are the only ones allowed to directly interact with Dragons; anyone else who does so could be subjected to either 100 years in prison or execution.[4]

When a Dragon attacks in Reverse London, Wing Bind cordons off the area with Barrier Tape (バリアテープ, Bariatēpu) while a member handles the situation.[5] However, if a Dark Dragon appears, Wing Bind must call in an emergency blockade on the relevant street, resulting in the sign flipping to display this status while nearby citizens are instructed through their phones to take shelter in designated areas until the Dark Dragon is disposed of by the Sabres.[6]

Witches and Wizards[]

Witches (魔女 (ウィッチ), Witchi; Japanese for "Witch") and Wizards (魔法使い (ウィザード), Wizādo; Japanese for "Wizard") are agents of Wing Bind. Having passed a special exam to join the organization, they protect, tend to, and in some cases exterminate Dragons.[2] Though generally assigned to one division of the agency, a Witch or Wizard can be called upon to fulfill other duties in emergencies, such as when a Dragon is rampaging and no one else is present to stop it.[7] They are rewarded for carrying out their duties with both Pay (報酬 (ぺイ), Pei; Japanese for "Remuneration") and Points (実績 (ポイント), Pointo; Japanese for "Achievements"), the latter of which allows for promotion within the ranks in sufficient quantities.[8] Generally, they do not work on Saturdays, but can be called in if a pressing matter arises.[9] Shelby believes that if a Dragon consumes a Witch, it will become immortal.[10]

Divisions[]

Witches and Wizards are divided into eight divisions, each with different responsibilities, that are led by the Directors (長官, Chōkan) comprising the Top of Horns:

Inks[]

The Inks (魔陣隊 (インクス), Inkusu; Japanese for "Sorcerer Squad"; Viz "Magic Circle Corps") are led by Bruno Bangnyfe.[11] They are tasked with exterminating Dark Dragons and fight primarily with powerful Magic.[12] Inks wear baggy, dark-colored hoodies and sweatpants with zippers, and have the ability to shield themselves with magic.[13] They are represented by the Zodiac symbol Taurus ♉︎.[14]

Anthems[]

The Anthems (呪歌隊 (アンセムズ), Ansemuzu; Japanese for "Cursed Song Squad"; Viz "Incantation Corps") are led by Roy B. Dipper.[11] They are represented by the Zodiac symbol Capricorn ♑︎.[14]

Sacreds[]

The Sacreds (聖務隊 (セイクリッズ), Seikurizzu; Japanese for "Liturgy Squad"; Viz "Liturgy Corps") are led by Cquntnire Milieve.[11] They are represented by the Zodiac symbol Aquarius ♒︎.[14]

Pipers[]

The Pipers (笛吹き隊 (パイパーズ), Paipāzu; Japanese for "Flute Player Squad"; Viz "Minstrel Corps"), also known as Conservation Rangers (保護官, Hogokan; lit. "Government Protection Service"; Viz "Conservationists"), are led by Tronbone Takkinen[11] and oversee the domestication of Dragons and help harvest the resources they produce[15] in addition to apprehending illegally-reared Dragons.[16] Noel Niihashi and Ninny Spangcole are both part of this division;[17] Billy Banx Jr. is their commanding officer, having been demoted from his position in the Sabres.[18] Their standard attire includes a shepherd's check-pattern mantle and a trumpet-like Pipe ( (パイプ), Paipu; Japanese for "Pipe");[19] additionally, they wield unconventionally-shaped guns called Witch Kits (魔器 (ウィッチキット), Witchikitto; Japanese for "Magical Focus").[20] They are represented by the Zodiac symbol Aries ♈︎.[14]

Sabres[]

The Sabres (戦術隊 (サーベルズ), Sāberuzu; Japanese for "Tactics Squad"; Viz "Tactical Corps") are led by Sullivan Squire[21] and patrol the streets of London to protect its citizens from Dragons.[22] Billy Banx Jr. was promoted to the Sabres after Noel and Spangcole defeated Shelby,[23] but was later demoted due to laziness.[18] They are represented by the Zodiac symbol Scorpio ♏︎.[14]

Patchworks[]

The Patchworks (開発隊 (パッチワーク), Patchiwāku; Japanese for "Development Squad"; Viz "Development Corps") are led by Saka Rynn.[21] They are charged with collecting and preserving the corpses of Dragons.[24]

Billionaires[]

The Billionaires (経理隊 (ビリオネアズ), Birioneazu; Japanese for "Accounting Squad"; Viz "Accounting Corps") are led by Harry Shayk.[21] They are represented by the Zodiac symbol Leo ♌︎.[14]

Gallows[]

The Gallows (人事神罰隊 (ギャロウズ), Gyarouzu; Japanese for "Personnel Affairs Divine Punishment Squad") are led by Wolfgang Slashhaut.[25] They are represented by the Zodiac symbol Libra ♎︎.[14]
