Apparently, some people here are a bit click-happy so I'll clarify some things:
The image on the right found on the Shinigami Women's Association page is the source for the budget info on the Shinigami Organizations. The Shinigami Men's Association's budget is crossed out and not fully visible so due to some similarities, it's understandable that some people assume that the leftmost digit is '7'. However, just above the number (written in Arabic numerals), we can clearly see this: 九〇,〇〇〇. The leftmost numeral here is not '7' (七) but '9' (九).
